Nothing to stop it in most places, if you submit plans, obtain permits and inspections for code compliance
. Additionally, you can your insurance company happy.
Your local GC Bldg Inspector may, by the process of their own rules and offer Bldg (If you, like a bar in my town hung).
You still need the cooperation of local utility companies, electricity and water and tie INS to counter.
Best regards.
Edit:
Smokey is a good point.

Electricity is something that you must take care to save hundreds of thousands, perhaps the most important ones. Wiring a house is not so simple: the nature of the yarn, gauge, amplifier, switches a lot to manage. In some electric son can take the state and certified electrician. Your money well spent (from home). If I live close to Texas, I am more than happy to help.

Talk to the inspector. You can even build on, but a better code. You have checked the building inspector to determine whether you are traveling. They can be useful.

If not for the code, you have to Rip It Out. This will cost more.

250 square feet would not have enough space for the equipment and a bed.
